Ecuador and Colombia Presidents Accept President Carter's Proposal to Renew Diplomatic Relations at the Level of Chargé d'Affaires, Immediately and Without Preconditions

The founder of The Carter Center and Nobel Peace Prize winner, Jimmy Carter, together with the United Nations Development Programme (UNDP), have supported the work of a dialogue group composed of distinguished citizens from Ecuador and Colombia to improve relations between the two countries since September 2007.

In the context of this initiative and taking into account the events that happened on March 1, 2008, President Carter has communicated several times with Presidents Rafael Correa Delgado of Ecuador and Álvaro Uribe Vélez of Colombia and has coordinated his good offices with the Secretary General of the Organization of American States (OAS) José Miguel Insulza.

In his most recent telephone conversations, President Carter consulted each president about the possibility of renewing diplomatic relations between the two countries immediately and without preconditions, initially at the level of Chargé d'Affaires.  The reestablishment of diplomatic relations will also contribute to the confidence-building initiatives led by the OAS and the efforts of both countries to renew cooperative mechanisms to address the common problems they face.

Today, both presidents confirmed their willingness to do so immediately through their respective foreign ministries.

El Fundador del Centro Carter y premio Nobel de la Paz, Jimmy Carter, junto con el Programa de las Naciones Unidas para el Desarrollo (PNUD) vienen impulsando desde Septiembre del año 2007 las tareas de un grupo de diálogo integrado por distinguidas ciudadanas y ciudadanos de Ecuador y Colombia, que tienen como objetivo contribuir al desarrollo de las mejores relaciones entre ambos países.

En el marco de esa iniciativa, y a raíz de los eventos del 1º de marzo de 2008, Jimmy Carter se ha comunicado varias veces con los Señores Presidentes de Ecuador, Rafael Correa Delgado y de Colombia, Álvaro Uribe Vélez y ha coordinado acciones con el Secretario General de la Organización de Estados Americanos (OEA), José Miguel Insulza, en su gestión de buenos oficios.

En su última comunicación telefónica, el ex Presidente Carter consultó a ambos Presidentes sobre la posibilidad de restablecer de inmediato y sin precondiciones las relaciones diplomáticas entre ambos gobiernos, en una primera instancia a nivel de Encargados de Negocios. El restablecimiento de relaciones diplomáticas también contribuirá con el trabajo de la OEA dirigido a acordar medidas de construcción de confianza, así como con los esfuerzos de ambos países para renovar mecanismos de cooperación que les permitan enfrentar sus problemas comunes.

En el día de hoy, ambos Presidentes confirmaron su disposición a dar ese paso de inmediato a través de sus respectivas Cancillerías.
