Carter Center Statement on Honduras Elections

At the invitation of the Honduran Supreme Electoral Tribunal, The Carter Center sent a high-level delegation to the country's Nov. 24 electoral process. The delegation was led by two members of the Friends of the Inter-American Democratic Charter, former Presidents Carlos Mesa of Bolivia and Martin Torrijos of Panama, and Dr. Jennifer McCoy, director of the Americas Program at The Carter Center.

The presence of the delegation did not constitute an electoral observation mission, but was rather an expression of the international community's high interest in the democratic process in Honduras.

The delegation thanks the Supreme Electoral Tribunal for the invitation and congratulates the people of Honduras for their peaceful and enthusiastic participation in the elections. It recognizes the effort of the Tribunal, the political parties, and the numerous national and international organizations that have supported the process and contributed to more inclusive and transparent elections than in the past. At the same time, the delegation recommends that Honduras consider electoral reforms to build on this experience.

Civic responsibility was respected and was evidenced by an increased level of voter participation. The historical importance of these elections was reflected in the formation of new political parties, which received important popular support.

The Supreme Electoral Tribunal is updating continuously the results of the presidential race. Vote tallying continues. A number of parties have questioned one or more aspects of the process. The delegation believes that it is very important that the parties make their complaints known to the Supreme Electoral Tribunal in accordance with the procedures established by electoral law. It trusts that the Tribunal will resolve these challenges based on the established norms. It encourages all of the actors in the process to continue to work together to resolve electoral disputes in a peaceful and expedient manner for the good of the Honduran people and the newly elected officials.

The Carter Center offers its support and collaboration to the people of Honduras to continue the strengthening of their political and electoral institutions. The Center will follow closely this process, which exemplifies the civic spirit of the people of Honduras.

Comunicado de prensa de la delegation de alto nivel político del Centro Carter en las elecciones de Honduras

Ante la invitación del Tribunal Supremo Electoral de Honduras, el Centro Carter envió una delegación de alto nivel a estar presente en el proceso electoral del día 24 de noviembre. La delegación estuvo encabezada por dos miembros de los Amigos de la Carta Democrática Interamericana, los ex presidentes Carlos Mesa de Bolivia y Martín Torrijos de Panamá, al igual que por la Dra. Jennifer McCoy, directora del programa de las Américas del Centro Carter.

Su tarea no fue la de observación electoral, sino la de ratificar con su presencia el compromiso por la democracia en las Américas que ha caracterizado al Centro Carter, como parte de la comunidad internacional.

La delegación agradece al Tribunal Supremo Electoral por la invitación y al mismo tiempo felicita al pueblo hondureño, por su participación pacífica y entusiasta en las elecciones. Reconoce el esfuerzo del Tribunal, los partidos políticos, y las numerosas organizaciones nacionales e internacionales que han apoyado el proceso y contribuido a unos comicios más transparentes e inclusivos que en el pasado. Cree a su vez, que debe hacerse una reforma electoral que recoja la experiencia que han dejado estos comicios.

Las obligaciones cívicas fueron respetadas y se vieron reflejadas en una elevada participación ciudadana que ejerció su derecho al voto. La importancia histórica de estas elecciones se reflejó en la aparición de nuevas propuestas político partidarias que recibieron un importante respaldo electoral.

El Tribunal Supremo Electoral está proporcionando progresivamente resultados sobre las elecciones presidenciales.

El conteo de votos prosigue. Algunos partidos han cuestionado una o varias instancias del proceso. La delegación cree que es muy importante que los partidos hagan conocer sus impugnaciones ante el Tribunal Supremo Electoral de acuerdo a los procedimientos establecidos por la ley. Confía también en que el Tribunal Supremo Electoral resuelva esos cuestionamientos basado en la normativa establecida. Alienta a todos los actores de este proceso a seguir trabajando juntos, para resolver las diferencias electorales de manera pacífica y pronta, por el bien del pueblo hondureño y de los nuevos dirigentes que están siendo elegidos.

El Centro Carter ofrece su apoyo y colaboración al pueblo hondureño a persistir en el fortalecimiento de sus instituciones políticas y electorales. El Centro seguirá de cerca este proceso que retrata el amplio espíritu cívico del pueblo de Honduras.
