Carter Center Statement on the Honduran Elections

Atlanta...The Carter Center has decided not to observe the Honduras elections scheduled for Nov. 29 because a national unity government has not been established and the vote by the Congress is not scheduled until after the elections. However, the Center and the Friends of the Inter-American Democratic Charter, with secretariat at The Carter Center, will continue to monitor closely the political and human rights conditions in Honduras through the deployment of three experts in Tegucigalpa through the elections in the hope that the political crisis will be resolved immediately, international aid can be restored, and the pressing needs of the Honduran people met in the very near future. 

During the mid-October mission of the Friends of the Inter-American Democratic Charter, the delegation explained to Honduran political leaders and the press that we believed a political agreement among Hondurans was vital to ensuring that safe and secure conditions would be provided to Hondurans to vote on Nov. 29, and to ensure that the elections would be received as legitimate by national and international communities.  We noted that restrictions on press, protest, and movement have occurred since the presidential coup on June 28, 2009, and into the formal campaign period, impinging on the electoral rights of Hondurans.

We subsequently applauded the Oct. 30 Tegucigalpa-San Jose Accords, but also noted at the time that it required action by other Honduran entities not signatories to the accord, and it did not include deadlines for implementation.  These two elements have produced competing interpretations and expectations of the accord.  We regret that the Verification Commission has not been able to carry out its mandate to resolve disputes over the accord's interpretation and implementation

We strongly believe that Hondurans deserve the opportunity to elect their representatives in a climate of safety, security, and confidence.  We therefore urge the Honduran actors involved to immediately implement the Tegucigalpa-San Jose Accords by establishing a national unity government before the elections.  We urge all Hondurans to maintain calm through the election process, avoid violence, and respect the rights of those who wish to participate and those who wish to abstain, alike.

Comunicado Del Centro Carter Sobre Las Elecciones En Honduras

Atlanta...El Centro Carter ha decidido no enviar una misión de observación para las elecciones generales programadas para el 29 de noviembre, dado que un gobierno de unidad nacional no ha sido establecido y que la deliberación y voto en el Congreso están previstos para después de celebradas las elecciones. No obstante, el Centro Carter y el grupo de Amigos de la Carta Democrática Interamericana, cuya secretaría la ejerce el Centro, continuaremos prestando puntual atención a las condiciones políticas y  a la situación de los derechos humanos en Honduras con tres expertos que permanecerán en Tegucigalpa hasta pasadas las elecciones, con la esperanza de que la crisis política será resuelta inmediatamente, la cooperación internacional reanudada y las más urgentes necesidades del pueblo hondureño satisfechas en el más cercano futuro.

Durante la misión de los Amigos de la Carta Democrática Interamericana llevada a cabo a  mediados de octubre, dejamos saber a líderes políticos hondureños y a los medios, que creíamos fundamental el establecimiento de un acuerdo político entre hondureños para asegurar condiciones de seguridad para ejercer el voto el 29 de noviembre y,  para posibilitar que las elecciones fueran consideradas legítimas por la comunidad nacional e internacional. Señalamos que las restricciones a los medios de comunicación, a las manifestaciones y al libre movimiento que se produjeron desde el golpe del 28 de junio de 2009, así como durante la campaña electoral, lesionaron los derechos electorales de los hondureños.

Posteriormente celebramos la suscripción del Acuerdo Tegucigalpa-San José del 30 de octubre. Sin embargo y en su momento, hicimos notar que dicho acuerdo además de incluir participación de instituciones y autoridades no signatarias del acuerdo, no establecía plazos para su cumplimiento. Estos dos elementos dieron lugar a interpretaciones y a expectativas contradictorias con relación al acuerdo. Lamentamos que la Comisión de Verificación no haya podido cumplir con su mandato de resolver discrepancias con relación a la interpretación y cumplimiento del mismo.

Creemos firmemente que los hondureños y hondureñas merecen la oportunidad de elegir a sus representantes en un clima de seguridad y confianza. Exhortamos a las partes a cumplir de inmediato con el acuerdo Tegucigalpa-San José estableciendo un gobierno de unidad nacional antes de las elecciones. Asimismo, hacemos un llamado a todos los hondureños y hondureñas a mantener la calma durante las elecciones, evitar la violencia y respetar los derechos de quienes deseen participar, así mismo de quienes prefieren abstenerse.
