Statement of the Friends of the Inter-American Democratic Charter on the Situation in Venezuela (June 2016)

We the undersigned members of the Friends of the Inter-American Democratic Charter, committed to the promotion and defense of democratic values, have been carefully following the severe crisis in Venezuela.

We reiterate our support for the Organization of American States (OAS) Secretary General’s efforts and the convening of the extraordinary meeting of the Permanent Council of the OAS on June 23, 2016, for the consideration of the report of the Secretary General on Venezuela.

Moving toward democracy has been a perilous and dangerous endeavor for our societies. Given the committed efforts and the desire to avoid setbacks, our hemisphere created the Inter-American Democratic Charter. This is the only multilateral instrument that ensures the promotion of dialogue and negotiation when local options to confrontations are depleted.

The Charter is not a magic recipe or guarantee of success. It only opens a new door to avoid tensions that could lead to conflict and violence. In Venezuela, this hemispheric instrument can create paths to dialogue and third party facilitation that apparently do not exist in the country.

The complex scenario that Venezuela is facing demands a dialogue that is enshrined within the framework and values of the Charter. We support the timely effort to open a channel of communication between the government and opposition sectors. Communication with respect, transparency, and third-party facilitation is the appropriate route to begin to address the situation.

The Friends of the Inter-American Democratic Charter join the expression of solidarity with the people of Venezuela and concern raised by international actors in hope the national government, leaders of the opposition, and Venezuelan civil society can work together to achieve a consensus required to overcome the democratic crisis.

Nosotros, miembros del grupo de Amigos de la Carta Democrática Interamericana, comprometidos con la promoción y defensa de los valores democráticos, hemos venido prestando cuidadosa atención a la severa crisis en la República Bolivariana de Venezuela.

Reiteramos nuestro apoyo a los esfuerzos del Secretario General de la Organización de Estados Americanos (OEA) y a la convocatoria de la reunión extraordinaria del Consejo Permanente de OEA la del 23 de junio 2016, con el fin de analizar el informe del Secretario General sobre Venezuela.

Alcanzar la democracia ha sido una tarea riesgosa y dura para nuestras sociedades. Conociendo los esfuerzos empeñados y la voluntad de evitar retrocesos nuestro continente se dio la Carta Democrática Interamericana. Ese es el único instrumento multilateral con que contamos para promover el diálogo y la negociación cuando los enfrentamientos agotan las posibilidades nacionales para encontrar una salida.

La Carta no es una receta mágica ni asegura el éxito. Sólo abre una nueva puerta para evitar tensiones que puedan traducirse en conflictos y violencia. En la situación de Venezuela, este instrumento continental podría crear caminos, por la vía del diálogo y de la facilitación de terceros, que hoy parecen no existir en el país.

El complejo escenario que Venezuela enfrenta demanda un diálogo que esté consagrado en el marco y los valores de la Carta. Apoyamos el oportuno esfuerzo por abrir un canal de comunicación entre los sectores de gobierno y la oposición. La comunicación, en un marco de respeto y transparencia, y con la facilitación de una tercera parte, constituye el camino apropiado para comenzar a abordar la situación.

Los Amigos de la Carta Democrática Interamericana nos unimos a las expresiones de solidaridad con el pueblo venezolano y preocupación pronunciada por diversos actores internacionales y esperamos que el gobierno nacional, los líderes de la oposición, y la sociedad civil venezolana, puedan trabajar en forma conjunta para el logro de los consensos básicos que requiere la superación de la crisis democrática.
