Rosalynn and I, along with our Americas Program colleagues, were saddened to learn of Jorge Santistevan de Noriega's passing on April 18. Jorge was a courageous Ombudsman of Peru during the difficult 2000 elections, a member of the Friends of the Inter-American Democratic Charter, and a friend who joined me in promoting democracy and human rights in the Americas.
