Voices Beyond the Battlefield: Future Civic Space and Recovery Prospects

This second installment of the Carter Center’s report series on the affects of the Sudan civil war on civil actors takes a forward-looking view, highlighting how Sudanese civic actors are beginning to reorganize, engage with emerging local governance structures, and prepare for potential transitions.

The Carter Center has monitored the conflict in Sudan since its outbreak in April 2023. In 2024, the Democracy Program launched a remote observation mission based in Nairobi, Kenya, to examine how civic actors are navigating the war, adapting their roles, and envisioning the country’s future. Through one-on-one interviews and group discussions with civic leaders in regional diaspora hubs, the Sudan Observation Mission produced four reports.
