Carter Center to Deploy Election Expert Mission for Brazil Elections

ATLANTA (Sept. 1, 2026) — The Carter Center announced that it will deploy an election expert mission to Brazil for the Oct. 4 general elections.

The expert mission will focus on election technology, the legal framework for electoral administration, and voter education. The team will visit a limited number of polling stations on election day, but will not assess the conduct of voting or make a comprehensive assessment of the election process as a whole.

“Given the significance of these elections — not only for Brazil but for the hemisphere — we hope that our mission will strengthen the transparency of the electoral process and help Brazilians assess the integrity of their elections,” said Jennie Lincoln, the Carter Center’s senior advisor for Latin America and the Caribbean and Mission Director.

Lincoln will lead the mission of four electoral experts from Portugal, Germany, and the United States along with a small number of Carter Center staff.

The Center was invited to observe the elections by the Superior Electoral Court (TSE) of Brazil in February 2026. The team will arrive in September and will be present for both rounds, if required. As part of this effort, the Center will send a representative to the Superior Electoral Court’s Ceremony of Digital Signature and Seal of Systems on September 4. After the conclusion of the electoral process, the Carter Center will publish a report with our findings and recommendations.

The Carter Center conducts its work in accordance with Brazilian law and the Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers, adopted at the United Nations in 2005.

The Carter Center has conducted 128 full and limited election observation missions in 40 countries and three Native American nations. In addition, 20 expert missions have been conducted in 17 countries, including the 2022 presidential election in Brazil.
