In 1989, during the Carter Center’s first election observation mission, a delegation led by former U.S. President Jimmy Carter declared the Panamanian presidential elections fraudulent. That mission marked both the start of a new era in Panama’s democracy and the launch of the Center’s pioneering role in global election observation for decades to come.
Impact
- Encouraged the people of Panama to participate in and trust the electoral process with our presence during the 1989 and 1994 elections
- Provided advice to the National Commission on Electoral Reform, one of two international institutions entrusted to do so
- Marked a turning point in the country’s history — handing over the Panama Canal to Panama — during a President Carter-led U.S. delegation in 1999
